Europe — True leadership in aviation training means helping to write the standards that shape the entire industry. We are immensely proud to share that Empower.aero co-founders Captain Andy Mitchell and Captain Ignacio Gallego provided critical, direct input toward the finalisation of the official EASA Baseline EBT checklist.

As European regulators worked to establish clear, practical compliance guidelines for Baseline Evidence-Based Training under RMT.0599, they turned to frontline experts who actually understand the complexities of cockpit operations and simulator training management. Drawing upon their extensive regulatory and operational backgrounds, our founders helped bridge the gap between policy creation and practical execution.

Direct Credit and Foundational Expertise

Because of their pivotal contributions and foundational advisory work—including Andy’s leadership as Chair of the Aircrew Training Policy Group (ATPG) and Ignacio’s historic role as the world’s first EASA Baseline EBT Manager—their insights were directly integrated to ensure the checklist is robust, realistic, and executable for operators.

The resulting EASA Baseline EBT checklist reflects several core principles championed by our team:

  • Practical Compliance Pathways: Ensuring operators can transition smoothly to Baseline EBT without encountering unnecessary administrative roadblocks.
  • Focus on Core Competencies: Prioritising genuine behavioral assessment and root-cause analysis.
  • Instructor-Centric Design: Guaranteeing that standardisation and evaluation criteria remain clear, objective, and consistent across fleets.
